Since the Park District was established, it has been fortunate to enlist the dedication and expertise of numerous volunteers. At the center of this volunteer effort are the Park Commissioners. Residents of the Park District elect a non-partisan, five-member Board of Park Commissioners to govern the District. The Park Board determines the priorities and defines policies for financing, governance, operation and administration of the Park District. Board members are elected to serve unsalaried, overlapping four-year terms.

The Park District levies property taxes and charges sales tax on purchases according to the Village of Downers Grove sales tax rate. The District's main sources of revenue are from fees/charges as well as property taxes.
As required by Public Act 97-0609, employers participating in the Illinois Municipal Retirement Fund must make available the following information:

Downers Grove Park District is a local government providing parks and recreation programs to District residents.

The Operating Budget of the Downers Grove Park District for FY 2018 is $11,102,191. The budget for Capital Projects is $1,833,716 plus $500,000 budgeted for Contingency. The District's Debt Service is budgeted for $1,484,477.
The District employs over 500 full and part-time employees.
The Park Board of Commissioners consists of five members: Robert J. Gelwicks, President; Tom Salaba, Vice President; Catherine C. Mahoney, Treasurer; Frank Livorsi, Secretary and Sandra McDonnell, Commissioner.

The Illinois Freedom of Information Act requires agencies to respond in five business days after receipt of a request. A five -day extension is allowed with written notification to the requester.
If the requested records are 50 pages, or less in length, the pages will be copied (regular size and black & white) and the requester will be called regarding when the documents are ready to be picked up. (If the documents are mailed, the postage will need to be reimbursed before the documents would be mailed to requester.) If the records exceed 50 pages, the requester will be informed of the duplication cost before copied.
